Human capital: evolution of selection from potential to succeed to those who have offers of
employment
Attempt to address the disconnect between approval (scoring 67/100) or higher and success in
the labour market.
*Decline since 1970 in earnings of immigrants in relation to the earnings of Canadian born.

Immigrants encouraged to complete an assessment of their credentials before applying.
Difficulty of identifying labour market needs (constantly changing) and then establishing
