The earth"s climate has shifted, ice ages come and go. Climate changed could be referring to something that is naturally happening. When we are talking about climate, change is not evenly distributed. Certain regions are more or less susceptible to climate change. One year may be naturally warmer than the next but when measured changed is accelerated. Temperatures rise and species migrate from their traditional ranges. Cultural groups who"s way of life will disappear. Increase in intensity of weather events (ex: more and intense hurricane) The earth has gone through a lot of climate changes throughout history. Global causes and consequences but there is no global government. The state is the best solution to climate change, except we don"t have one. Can impose and enforce rules upon that area. No global intuition that can create or enforce rules. Sovereign states come up with an agreement very difficult.
