How water should be shared among those who use it causes conflict. There has to be enough water left in a lake to keep the resource healthy. There is enough water but is the water of sufficient quality to have demand for it. If dirty, there has to be a way to remediate it. The more we pollute, the less quantity available for usage. Consumptive removed from water shed and no longer available for use. Withdrawal take water out of a watershed but eventually ends up back in the same water shed. Instream uses using the water where it originally is, quantity can be degraded. Non-point source small sources all adding up to a larger pollution. Some are highly toxic, mercury in even a small amount can ruin that water. Point source large sources of pollution coming from a single location. Many people in canada don"t have access to freshwater but not always consumable for all.
