Mike brown and ferguson ignited a discussion within the u. s. about racism within the justice system. Complexity in the justice system: police are just the front end of the justice system. Includes lawyers, judges, and court bureaucrats, as well as criminal process, civil litigation, and administrative contexts. Discretion: anytime someone gives leeway in making a decision: racial minorities are typically disadvantaged when it comes to discretion; benefits systems of power. The justice system both creates and maintains laws that define our society. Federal offender population by race: largest hispanic representation, small.
