Social work emerges as an organized response to manage the social problems and the economic conditions that people experienced. Early part of the century = economic growth, industrial expansion, large influx of immigration. Growth resulted in people leaving and working in deplorable working conditions, poor housing and poor health amounts the labouring class. Response to poverty in the early years - two different approaches to providing services. Practitioners with focus on the specific person and family. Practitioners with a focus on broader social change. Organized response to problems of poverty was provided by the churches and the charity organization. Scientific philanthropy - almsgiving and rehabilitation of poor: who may have moral deficit or character flaw. White upper/middle class tried to rehabilitate and shape the poor, because they privileged themselves: maintained power structures.
