Chapter 3- envisaging & establishing a system of social security for canadians. 1st wave of thinking about a social security system for canada = 1937-1945: 2nd wave took = 1960s-1970s, canadian network of social programs took 30 years or more to build. The ideas of keynes and beveridge: intellectual foundations of the welfare state: Prior to keynes work= economic theorists claimed that full employment was assumed to be part of the natural order of things. Periodic unemployment viewed as aberrations be solved through natural market process. Theories during this time claimed that high unemployment would only result when wages were kept at unnaturally high levels. Keynes: general theory of employment, interest & money (1936) : demonstrated that individual decisions made about consumption. : investment would not necessarily create full employment.
