Due to neo-liberalism and managerialism, public services are experiencing changes such as the proliferaion of rules in the policies and procedures that structure social service agencies. These changes began in the 1990"s when canada began restructuring social programs in the direcion of the market place, valuing the botom line over the social needs of ciizens. Managerialism is an ideology that includes the premise that beter management will result from imporing the values and methods of private industries into the non-proit environment. It is also a system of procedures to accomplish the ideology. In a rule bound environment, social workers bend rules and depart from organizaional policies and procedures. rules are a basic vehicle in bureaucracies for giving individuals the potenial to enact power through seing what is consituted as the norms. Workers cannot be divided into 2 typologies, of either law-abiding or non-law-abiding.
