Environmental reporters generally understood and paid attention to the concept of risk. Did not accept the industry argument that environmental issues became problems only when they posed a provable human health risk. The environmental beat had become as much about the politics behind the issues as about the underlying science. First half of 20th century, environmental press releases often came from business interests, explaining their solutions to issues of public concern. Government officials dominated the environmental discussion and played a major role in setting the environmental agenda.
