The canadian criminal code does not mention the length of time the organization must have been in existence for, but wortley says that courts have usually insisted on the organization being around for at least a month. Level 1 gangs are loosely formed groups, based on a shared cultural identity or particular neighborhood; they engage in periodic, unorganized criminal activity for fun and excitement.
