Chapter 14 sexual offences and problematic sexual interests. Introduction: sexual behaviours that are considered deviant and/or criminal vary by perspective, location, and time period, goal of cjs is to deter, punish, rehabilitate, and manage the risk posed by sex offenders. Late 1980s: resulted from concerns that previous models had not given enough attention to overall public safety and rights of victims. Focus not on treatment and rehabilitation but overall safety of the community. This approach justifies the preventive restrictions of liberty of the offender based on the perceived risk of that person committing offences in the future: best way to deal with dangerousness of high-risk sex offenders is through social control. Predictors of sex offender recidivism: sexual offenders recidivate less often than any other types of offenders. Pedophilia: persistent sexual fantasies or desires involving sex with a child, typically under the age of 13, not all pedophiles molest children and not all people that molest children are pedophiles.
