Assist with social policy & program evaluation. Standardized system for collection of police data: collect ltd stats re: courts, reflects official decisions not actual crime patterns, ucr aggregate data, ucr2 incident based. Offender is under 12 and therefore cannot be charged. Murder suicide if the offender is no longer alive: unfounded. Individual officer discretion: may not record crimes consistently. Not everyone arrested is guilty (cid:498)counting(cid:499) issues.
