Understand use of and issues associated with conditional sentences. Target resources: target resources to those who actually go to jail, they are a higher risk population. Diversion: diverted out of the system. Does not mean community participation and support. Offenders do not view imprisonment as most severe sanction. Lack canadian research on effectiveness of alternatives. Pre-charge, post charge, and post sentence diversion programs. Objectives vary: avoid further process through cjs, reduce costs, provide services to the offender, avid stigma of label and criminal record. Concerns: net widening, the people who are diverted never were in the cjs in the first place, should not have been there anyways (young /less serious offenders) Versatile: designed to provide supervision for offenders in the community, not 24 hour surveillance.
