Use of force one plus one: pos authorized to use one higher level of force than level they are confronted. The situation requires complete incapacitation of the subject to gain control- lethal force is only option available to reduce the lethal threat. Less-lethal force options: highly unlikely to cause death or serious injury when properly applied by a police officer. Incoherent, violent, non-compliant: often consequence of mental illness or substance use. Which officers use force: young, previous shooting, inexperienced, lower education, male. Police misconduct: violate dept regulations/standards, abuse of powers and authority, actions undermining the administration of justice, commit criminal offence. Charter limits on police powers: cant use electronic surveillance without prior judicial authorization, evidence gathered illegally may be excluded, defendant can cite abuse of process as defence. Entrapment: undercover operations, drugs, prostitution, mr. big operations. Must be accountable in political, administrative, legal and public principles: police actions subject to review.
