Cjs is a human enterprise (criically complex, lots of places with discrepencies or wut appears to be unfair treatment bc of the human element) Every stage in cjs involved decision-makng & discreion. Signiicant case atribuion (most crimes are not detected, from largest to biggest only a small level of crimes lead to incarceraion) Not every breach of law receives a response. Most cases that actually go to tria end with a guilty plea (not a inding of guilt, but plead guilty)
