Decrease in informal resolution of youth in conflict w/ law. Yoa legislation lasted less than 20 years before being replaced by current ycja. Ycja came into force in 2003 as effort by federal government to make good on reforms first starting under yoa. Ycja - more complex than predecessor & approximately twice as long. But attempts to make up for some of shortfalls in predecessor legislation. Among major characteristics of ycja - emphasis on working to rehabilitate youth instead of punishing them.
