Legislature & government of each province in respect of all matters w/i authority of legislature of each province. Charter applies to governmental & not to private conduct. Actions of parliament & legislatures attract charter scrutiny. Some entities have been considered non-governmental, but became governmental for certain purposes. Charter applies to municipalities as they are governmental entities for following reasons. Less gov entities have been found to be governmental. Laws created by legislatures clearly subject to charter review, however, not all law in legal system comes from statutes.
