Across canada, over 95% of those ordered to register for conscription applies for exemptions; others simply did not register. Needed to earn a week for basic food/living, men only got /week, women only got half or 2/3 that. War had shown everyone that govt could intervene on a large scale: surely they can use power of state to look after people. Money spent on alcohol is money not spent on food, shelter, clothing. Were having less kids: cant work in the city like they could on the farms. Meant more women in the work force. Women becoming nurses, teachers: but canada was still gendered, racialized, not many women were in these professions, middle class english women. Needed money for war, spending money for alcohol not really justified.
