Travel, residence in edo and domain, employment of servants = bankruptcy of daimyo. Send the samurai back to the countryside to supervise the peasants. More rural = less dependent on merchants for goods. Difficult to undertake reforms that diminish precedent. Common people are stupid ; only the samurai deserve respect and higher learning. 200 koku = 5 servants (1 lancer, 1 swordsman, 3 manservants) 10k koku - 235 servants (20 riflemen, 10 archers, 30 lancers, 16 swordsmen, 10 cavalrymen, 3 banner carriers, 149 manservants) Problem: peasant resistance/undermine image of good government. Problem: decrease future loans for self and followers. Problem: violate superior-inferior relations/undermine image of good government. Cannot raise land taxes set by bakufu. Take on side (handicrafts) to supplement income. Majority of clerks and lowly functionaries in bakufu and daimyo administration.
