Problem: decrease future loans for self and followers. Problem: violate superior-inferior relations/undermine image of good government. Cannot raise land taxes set by bakufu. Take on side (handicrafts) to supplement income. Majority of clerks and lowly functionaries in bakufu and daimyo administration.
