Propaganda is used by all governments: i. e. in the cold war we"re just informing our subjects, but eastern europe was providing propaganda. All have an underlying message that we need to produce, ramp up production, and that everything is vital. They are viewed in a voluntary context. It is much more difficult to see a propaganda system at work where the media are private and formal censorship is absent.
