During the cold war, it is a war of differences of ideologies. Since the end of the cold war, we live in a liberal democratic world. If you have that kind of global reach then you can think of humanity. With the end of these ideological struggle, the likelihood of interstate war is less, deaths in war have decreased. Counterinsurgency war goes hand in hand with humanitarianism. Who becomes the security threat in this case: networks and individuals no longer like capitalism vs. communism. Criminal networks: this is why you have agencies like interpol tracks transnational. Warfare is now justified on the grounds of humanitarian intervention. Often, humanitarian intervention is confronting two enemies crime: insurgents networks, rogue states. Two sides the actual fighting and the development of these countries. They are justified as a moral obligation to protect innocent populations. Western military forces, western funded ngos and aid organizations.
