The consituion is a living document : can be changed to relect how society changes over ime. A consituional government is one where the consituion limits the power of the poliical elite: organizes society in a certain way. Consituional polity the consituion organizes, but also restrains: gives and/or takes power to groups of people, etc. e. g. charter of rights & freedom. To divide powers & duies among the various: levels of government get a set of powers, another gets another state, some countries would have a federal system (provincial or other types. You don"t want the govt to take away the rights from you. To regulate those things so that it doesn"t afect society as a whole. To serve as a poliical symbol: most consituions serve as a symbol as a people to the country & outside to the rest of the world.
