It makes regulations to implement and enforce laws that the legislature passes. Both of these systems vary a lot in the way they structure these positions. In parliamentary systems there is an overlapping personnel in people who fulfill the legislature and executive. Parliamentary systems run parallel to the doctrine of responsibility. Concentration of power does not allow for checks and balances on the executive. By fostering party discipline, this system makes it harder for mps to effectively represent the concerns and problems of the people in their ridings. Can be unstable if the system is such that no single party is able to secure a majority.
