The principle that states are the highest authority for their population and territory and are not subject to any external authority (pg28) Must be seen as legitimate by citizens. Failed state - occurs when failure to coerce population. A state that is unable to enforce laws, maintain order, protect the lives of citizens, and provide basic services (pg29)
