It changes with time, place and culture: ex. Women wearing pants in the 1960s was deviant. Trump"s phrasing of locker room talk vs obama"s retort that to know what donald said was wrong and not normal a person just needed to be a decent human being . Deviant is a social or cultural construct, but we might not all agree, can be contested.
