The emphasis on intelligence and security over public security and crime control allows for less accountability, transparency, and public scrutiny and has resulted in an increasing sense of fear and insecurity particularly south. The act bill c-36 became part of the criminal code on dec 18,2001. Gives the police wide, sweeping powers to act on suspected act of terrorism. Most challenging parts were the compelling of witness and imprisonment= controversial.
