Meics- resident aliens, people who lived in athens legally but not ciizens: merchants (trading from their home country, arisans (came to work on projects. Slaves had no rights and got nothing out of the reforms. Changed the law as well: reduced the harsh penalies established by draco, gave amnesty to men who had been exiled for anything besides murder.
