He"s there because he"s exactly the kind of figure that i believe would arise in the situation that i laid out in the book. Extremist religiosity thrives in power vacuums, as do warlords. A vulnerable and traumatized population with no central government and no societal structures would naturally be susceptible to a figure like him.
