Principles of psychology (book) came out in 1890. In the text: he is saying that you can control and test for memory, knowledge and experience from them to demonstrate that something is true. My experience is what i agree to attend to do statement is somewhat true however you do not always agree to experiences such as a fire alarm going off etc. Data that we can measure in the outside world. For example: we cannot measure what it takes, the process to laugh at a pun, to draw a picture. Consciousness (awareness of stimulus and process) is out of bounds, that is because we cannot measure the processes. Classical conditioning is a way of eliciting a response as a function proceeded in time. One reason for why people overlook behaviourism is because it is the fault of the perpetrator, not the theory. Since they do not understand behaviourism, then try to place it somewhere where it does not work.
