A statement of a relationship between two or more concepts. More specific statement that is easier to test in the real world then a theory. Statement of what you expect to deserve in the empirical world (like a prediction) Can come from observations from being out in the world. Women have a greater tendency then men to initiate social interaction in a public situation. (gender and social interaction are related) The greater the police presence, the safer the neighbourhood (police presence and neighbourhood safety are related) **as one thing changes, so does another** Clearly spelling out and defining what you mean when you use a concept. Need to be able to explain in words what it means. Once concepts clear, you need to get more specific than just your concepts so you clearly know what you are going out to test and what you need. Measures of concepts that have more than one value.
