The freshwater state authorities: structure of state authorities, changes over time, identify the functionality and impacts. The modern state system: distinguished by the attribute of sovereignty, a set of fundamental rules and procedures, agreed in abundance of political engagement. Conceptualized the modern state model: main state system subsystems. Each subsystem: requires particular institutions with their own particular logic, offers potential points of access for organized interests, thus, state institutions constitutes a complex field of political relations which extends well beyond the boundaries of government alone. Political executive: a group provides senior leadership and direction. Minister of responsibilities in financial & foreign affairs: 3. Minister of line departments: agriculture, fisheries, natural resources, environmental, transport, department leader or cabinet ministers, proposal collective decisions. Who has power: used to be the department of marine and fisheries, 1870 federal minister of the interior, 1882 minister of transport, dominion resource department, 1970 federal department of environment.
