One of the main motivations for this was the progressive ethos. Many progressives feared that getting involved in a forge in war would interfere wit the reform programs they were trying to put in place at home. Once the us did enter the war, many progressives did change their minds, and they saw it as another way to encourage their reforms. Some progressives, while they committed to the war effort and agreed after the war has started, others were dead set against it throughout it. Williams jennings bryan would later become a progressive, and at the outbreak of wwi he was the secretary of state.
