Transcaucasian republic was divided into three; azerbaickhan, armenia, and georgia. Khazicstan and the baltic republic would be added later. The soviets had a system where below the union republics, there were autonomous republics, then below them, if an ethic group predominated in a region, then there were autonomous regions. The soviet government was referred to as the all union government. The union republics did have some power, and autonomy, like the public administrations of health.
