You start off with savages and then build up to civilization. We do not hold with these views (these are the views of white victorian gentlemen) and that is what everyone was sort of moving towards. Tylor came up with the process of how we should understand cultural evolution. We are looking at people who are not different but were at the earlier stage of evolution.
