Problem recognition is only part of the problem de nition. 3 elements to think about: reality (what is?, desired state of affairs (what could be?, gap between the two is the problem de nition. Therefore from the policy de nition, an understanding of the goals or standards is possible. 1st step: policy problem recognition: recognition depends on attention *dependent on relevance & ability, widely agreed upon indicators ex) gdp that can tell us of problems, or focusing events ex) attack on parliament. 2nd step: de ning the problem: involves answering 3 questions: 3rd step: structure the problem: de ne and resolve the problem in some particular way, ill structured (wicked) problems >>> high levels of uncertainty and competing alternatives. Wednesday, october 14, 2015: policy problem de nition is a way of shaping persuasive argument about the nature of the problem and the solution (ties to policy argument)
