Making use of collective power to effect change and build capacity: increases community capacity to make choices that affect themselves. Decision making is collective: community ownership of decision making. Strategies/methods: establishing legitimacy, networking & mutual support, educational approaches, coalition building, advocacy & political action. Is power given by others or taken by others: stakeholders negotiate power, con ict is not uncommon and is not necessarily negative, being able to manage the con ict productively is crucial. Strengths of community development: informal education allows for action, interactions, and re ection. Limitations of community development: time consuming, success is dependent on the distribution of power, dif cult to measure outcomes because the development of empowerment varies in development and sustenance.
