Recovery at the community level (continued: midterm #2 from february 4th to march 3rd. Aid in disasters: basic survival needs, longer-term support, sudden-onset vs. slow onset hazards. Aid issues: swamping in local efforts - ex. Bangladesh relief, failed to take advantage of previous. Ngos already working in area, outside agencies took over without involving local. Ngos: dependency - recovery requires self-suf ciency eventually. Distribution of aid: cyclone affected areas - madagascar, quite signi cant impacts here. Government declared emergency and appealed for foreign assistance. Found that the likelihood for receiving aid was in higher affected areas, however some communities that were not affected by the cyclone received aid and some that were severely affected did not receive aid. Donor aid was more likely in richer areas: richer areas, radio coverage and political support, easily accessible communities.
