Sociology is the science to understand social interactions. Interaction with both person and institution and between two institutions as well. The answer for the question is power. I obey because i have the individual power to do so. For max weber, all he thinks about is power. Before french revolution and industrial revolution and capitalism, powered to be centralized in society. Synonyms for power in his scholarship: authority, domination. Power was centralized in the hands of church and nobility (they overlapped each other most of the times) Ordinary people didn"t have the power to do anything. Later on, after industrial revolution and capitalism , power became spread and di used in society. All citizens are equal in the eyes of the law: people have the same rights regardless. Sometimes we can make people copy voluntarily or do it by force - to guide someone"s behavior. Chance: we don"t know if it is going to work.
