The drawback is that some people have trained incapacity. Hierarchy of authority: people answer up to another person. Written rules and regulations: for instance in the university, the main rules & regulations are in the university of alberta calendar. Goal displacement: overzealous conformity to official regulations: people are too committed to the proper paperwork & are caught up in the rules that it ends up slowing people down (works against efficiency). Impersonality: have to maintain a sense of impersonality with clients. Employment based on technical qualifications: you must meet the requirements to be in a bureaucracy. Just because you have the technical qualifications doesn"t mean you are good at your job. Those who rise to the top begin to have most of the power.
