Minorities are not able to see themselves and that will affect the way they make sense of themselves. If they are not being represented, the ability to develop policy that can take are of their needs are limited-> the policies are not relevant to their lives. Deterrence of homelessness is not solving the problem. Herbert blumer proposed that social problems develop in stages: The problem is first identified as a potential social concern. Problem is actually recognized as being a serious threat. Moral panic: when a condition, episode, person, or group of persons emerges to become defined as a threat to societal values and interests. Disproportionality-> perceived threat and the reaction are disproportionate to what sort of threat this actually proposes.
