Being able to use printed and written knowledge to develop goals and achieve goals. Attendance is now expected where 2 generations ago it was not. Getting people through high school becomes a major focus when drop out rates climb. When the economy is good in alberta, dropout rates tend to increase because people will go for the high paying jobs (ie. oil rigs)
