United kingdom has historically been punitive but during the 20th century moved towards a welfare model. In 2013 the united states had 54,148 youth in detention. The united kingdom has focused resources on programs meant to keep youth from reoffending. Often these reparation based programs aimed at having the youth atone. To keep them out of the criminal system. Followed by intensive periods of state led monitoring (school attendance checks, counselling etc ) State led monitoring of the student and the parents (counselling sessions)
