All people have a right to education. All students with exceptionalities are placed in neighbourhood schools for entire day; general education teachers have primary responsibility for students with exceptionalities. This equals a system of equity for students. Continuum of restrictedness (pyramid: homebound or hospital, residential school, separate school, separate classroom, resource room, general classroom with supplementary instruction and services, general classroom with consultation, general classroom. Separate education has not been shown to be effective.
