In germanic tradition, kings were considered strongest of the warriors and they listen to council. In classical tradition (starting to come through in 13th century with the 12th century renaissance) kings were officers who consolidated the power of the people into the hands of one. In christian tradition the king (like david) was meant to be exercising god"s will on.
