The delian league protected all who were in it. Athens, being in the centre of trade for the league, became very rich. Athenians start to bully the other members of the league. Athenians refuse to allow them to leave. Athens decides to move the treasury at delos to athens itself. Used largely to rebuild the city, which had been sacked by xerxes. This growth in power followed the same system as the minoan hegemony. Under the authority of themistocles, the athenians built walls from athens to piraeus. Themistocles denied the building of the walls to sparta until they were completed. Athenians had shifted the balance of power since the phalanx was how the spartans settled political disputes.
