Citizens should have the means or technology required to get to the information. Challenging governments and business have limited source, individuals have varying needs. The gap between those who have access to information and communication technologies and those who do not: organizations need to access new markets. Barrier in accessing information organizations are equally barred from reaching people lose out on potential markets: organizations need access to new skills.
