There is a point in the development of mankind where the goal of self-preservation is beyond the control of any single man in the state of nature. This realization forced men to band together to overcome the state of nature. But for him, not just any accumulation of men can achieve this goal as they are only an aggregate still motivated by self-interest, and not an association after the common good. In this way, the public person that is formed once was called a city, while now it is called a republic of a body politic.
