We don"t know how to transfer these ideals to countries so different from the west and they have to be inclined to do it in the first place. Good intentions can lead to bad consequences. For example, there is a moral hazard in doing everything for developing countries because they never require these skills. Can state building be a natural process as easterly thinks it should be if a country"s borders are pre-defined by outsiders. Somalia has done better without a government than with one. It is not anarchy that creates conflict. It is often government or the effort to create it that leads to violence. State-building is hard, no matter how well resourced. Conflict zones that are left alone sometimes produce promising results.
