Security services kgb, gru, etc. designed to monitor the political reliability of the members in the military. Paramilitary units / services people"s militias, militarized boarder guards, etc. Would protect the government if the military attempted to take control. Armed forces can only have so much power compared to the civilian authorities, otherwise there"s a risk the military could attempt to take over. However, is possible for armed forces combined with other loyal areas of government to have more power combined together than the civilian authorities. Social contract theory is more reliable than power through domination. Army internalizes certain set of values that allows them to obey the orders of whatever government comes to power. In return the government promises not to intrude into the military sphere of competence. When a segment of the armed forces rises up due to something like poor pay or bad living conditions, but after the problem is fixed they go back to their duties.
