Equalization payment - given to every province based on formula, some get more some years, some get none different provinces have different tax bases. Assume countrys economy is based on the concept where resources are drawn to central govnt and processes to the provinces. Provinces are free to set their rates as they please reservation - every prov leg. has to be reviewed, section 55, lieutenant governor. Disallowance, section 56 - fed govnt could stop prov. leg.
