Classical democratic theory it"s desirable to have a large number of citizens from different backgrounds participating in political affairs. Deliberative democracy governing decisions are made based on fair and open discussion by citizens. Classical elite theory only a small ruling class has the knowledge/skills to decide public interest, and mass political participation is undesirable. Canadian involvement: moderately interested in politics (more interested compared to other western nations) Places such as afghanistan people have died for right to vote: national turnout for elections in canada not high by international standards. Single member plurality could account for mediocre rating: victorious party often wins more seats than its popular support, proportional representation corresponds more closely to popular support (usa, compulsory voting countries avg 15% higher turnout. 2008 historic low of 58. 8: compared to others at approx.
